Goals
Maintain open lines of communication between Chamber membership and elected officials at the city, county, state, and national levels.
Provide members with details on the projected impact of pending legislation.
Make calls to all officials on a regular basis.

Offer Bimonthly Legislative Breakfasts during session.
Host Legislative Appreciation Event.
Host Topical Forums.

Business Development Division--Chairperson-TBA
Community and Economic Development Committee
The Program of Work for this committee is funded by the City of Midwest City's Motel Guest Tax. The FY - 2002 Program of Work was adopted in April of 2001 in order to cooperate with the City of Midwest City's Fiscal Year Budget approval process. The Program of Work was approved by the CEDC Committee, the Chamber's Executive Committee, the Chamber's Board of Directors and the City of Midwest City.

Develop and implement a Targeted Business Recruitment Strategy
Fill vacancies at Heritage Park Mall.
Recruit sit-down restaurants to the 29th Street and Conference Center Development areas.
Identify other vacant commercial properties and work with owner/managers to recruit occupants.
Develop specification and photo formats to be displayed
on our website.
Develop Standard Industrial Code Target Market
recruitment campaigns.
Urgent - Immediate Results Needed

Develop capability to respond to Site Selection RFPs rapidly and with high quality content and aesthetics.
Work with the City of Midwest City, Rose State College, ODOC and other resources and partners to update demographic data, labor market statistics and other information necessary to recruit businesses and promote development in Midwest City.
Facilitate revisions of internal and external marketing pieces, including print materials and electronic media.
Development of a Community Marketing. CD-ROM is one specific objective.

Work with Tinker AFB:
To protect Tinker from BRAC susceptibility.
To develop a targeted business recruitment campaign
aimed at Tinker's supply chain.
To make the Maintenance and Repair Operations Mall a reality.

Collaborate with the Chamber's Pride and Image Committee to develop an overall Community Marketing
Campaign.

Work collaboratively with the Redevelopment and Conference Center Projects as needed.

Facilitate the development of an Existing Business Retention/Expansion Program.
Recruit/Develop a Business Retention Team.
Facilitate the development of a systematic Business
Retention Strategy.
Train the Business Retention Team as needed.
Implement the Business Retention Strategy.

Facilitate the permitting process for new and expanding businesses.
Identify and review any existing documents that explain or outline the permitting process.
Meet with the permitting agencies to discuss past, present and future efforts to make the permitting process more
"user friendly".
Facilitate development of an up to date "user friendly" brochure/information piece explaining and outlining the business permitting process.
Establish staff procedures for assisting businesses with the permitting process.
Work Collaboratively with Midwest City to promote development around the new Conference Center Complex.
Ongoing 2001 - 2003

Collaborate/cooperate with ongoing efforts to train/recruit workers to fill vacancies at Tinker AFB and other major regional employers.
Meet
with partners to determine how to assist most effectively.
Facilitate a strategy to make sure that the maximum numbers of new workers become residents of Midwest City.
Ongoing - Long-range Process

Work with local Realtors to make sure that Midwest City's residential property listings are more easily accessible to prospective buyers.
Work with area Realtors and other partners to facilitate a strategy to compete with the Moore, Edmond, and Norman real estate marketing bias.
Facilitate a more "user friendly" Internet access to listings.

Brainstorm ideas to promote a substantial increase in the construction of new residential housing units.
Ongoing 2001 - 2005

Develop a source for low-cost specific North of 10th street Economic Development Strategy.
Identify partners and organize the planning effort.
Encourage maximum citizen participation.
Facilitate through SWOT analysis.
Develop a strategy to market area assets identified in the SWOT analysis.
Develop a strategy to treat priority issues that limit growth and prosperity north of 10th Street.

Subordinated debt business financing.
Explore possible Community Reinvestment Act funding.
Collaborate with conventional loan and SBA loan programs to make small business loan packages more viable.

Work with the Tinker Industrial Business Park to promote expansion/relocation of high-tech aerospace industries to Midwest City.

Work with the Eastern Oklahoma County Tourism Council to develop tourism as an economic development strategy.
